Pressure on land is set to increase over future decades, given the impacts of continued population growth and demographic changes including urbanisation, globalisation of markets and activities, trade negotiations and climate change. Urban and peri-urban agriculture is a good solution to address food security, poverty and alleviation.

There has been considerable progress with laws and programmes to affirm and protect women’s rights. But it is hard to assess the overall effectiveness of these norms in increasing women’s participation in reform programmes. Effective interventions are needed to bridge the gap between law and practice.
