Theme 3: Building capacity to improve access to land, water and agricultural inputs and agrarian services  (12-15 Dec)


Dear ICARRD e-conference Participants,

The ICARRD Secretariat is introducing this week Theme 3 on Developing capacity to improve access to land, water and agriculture inputs and agrarian services, by a thought-provoking piece from Mr. Olivier Dubois, Senior Rural Institutions Officer of the FAO Rural Development Division.

An Issue Paper on this topic is still under preparation and will also be circulated to all of you shortly.

For this topic, we suggest to focus the comments and contributions on the following:

1. Please provide examples of capacity development efforts by governments that address to design and implement improved pro-poor policy, legislation, land administration, and services (infrastructure, transportation, extension, training, production inputs, markets, communications, information) at central, regional and local levels.

2. Please provide examples of capacity development efforts by governments aimed at improving the relationship between local and central levels, and fostering trust, and social legitimacy.

3. Please provide examples of government policies that have achieved capacity/empowerment of the rural communities.

4. Please provide examples of  private sector services that aims to respond to solutions in protection of rights of the more marginalised groups.

5. Please provide examples of partnerships and mechanisms that have been developed that considers to capitalize upon existing human, natural, cultural, financial, and territorial resources.

6. Please provide examples of strengthened capacity among actors for integrated planning and management of land and natural resources?

7. Please provide examples of capacity-based community development efforts that have been successful over time and especially after project external interventions

8. Please provide examples of capacity development mechanisms regarding changes in improving access to livelihood assets and ability to negotiate roles and responsibilities. [For example, through adaptive processes and conflict mediation in relation to access to and management of land and other key livelihood assets.]

9. What are the lessons learned from developing capacity to improve access to land, natural resources and agricultural inputs, including support services. [For example, take into consideration recent innovations in terms of means of communication, information and decision making.]

10. What should be the priority areas for developing capacities in relation to access to land, water and agricultural inputs andn agrarian services?
